{"id":3027,"date":"2013-09-05T05:55:18","date_gmt":"2013-09-05T11:55:18","guid":{"rendered":"http:\/\/www.interculturalurbanism.com\/?p=3027"},"modified":"2014-06-20T13:23:07","modified_gmt":"2014-06-20T19:23:07","slug":"whither-civic-center-park-denver","status":"publish","type":"post","link":"http:\/\/www.interculturalurbanism.com\/?p=3027","title":{"rendered":"Whither Civic Center Park, Denver?"},"content":{"rendered":"<p>Denver\u2019s <a href=\"http:\/\/en.wikipedia.org\/wiki\/Civic_Center,_Denver\">Civic Center Park<\/a> is one of America\u2019s best preserved legacies of the early 20<sup>th<\/sup> century <a href=\"http:\/\/en.wikipedia.org\/wiki\/City_Beautiful\">City Beautiful<\/a> movement.\u00a0 Opened in 1919, the park has had its ups and downs over the years. \u00a0In the last decade over $15 million of city money has been spent to repair and restore its historic structures, and activate the space with amenities like pop-up food courts, summer movies, and <a href=\"http:\/\/www.denverpost.com\/breakingnews\/ci_23904188\/art-installations-create-portrait-america-from-faces-immigrants\">art projects.<\/a>\u00a0 Central to these efforts is the work of the <a href=\"http:\/\/www.civiccenterconservancy.org\">Civic Center Conservancy<\/a>.\u00a0 In 2012 the efforts were rewarded with the park\u2019s designation as <a href=\"http:\/\/www.metrodenver.org\/metro-denver-news\/denver-s-civic-center-designated-a-national-historic-landmark.html\">Denver\u2019s only National Historic Landmark<\/a>.<\/p>\n<div id=\"attachment_3024\" style=\"width: 770px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.interculturalurbanism.com\/wp-content\/uploads\/2013\/09\/CCP.Truck-copy.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-3024\" class=\"size-full wp-image-3024\" src=\"http:\/\/www.interculturalurbanism.com\/wp-content\/uploads\/2013\/09\/CCP.Truck-copy.jpg\" alt=\"Food Trucks in Civic Center Park (D. Saitta)<\/p><\/div>\n<p>Despite the monetary investment and landmark status, Civic Center Park has some serious problems.\u00a0 The crime rate between January and June of this year was up 35% compared to the same period in 2012.\u00a0 Arrests are up 515%. An outbreak of gunfire at mid-day last August 15 claimed no lives but left dozens of bystanders shaken. A front page <a href=\"http:\/\/www.denverpost.com\/news\/ci_23885911\/crime-and-drugs-bring-renewed-attention-denver-civic-center\">story in the <i>Denver Post<\/i><\/a>\u00a0 was featured by <a href=\"http:\/\/www.planetizen.com\/node\/64772?utm_source=Planetizen+Email+Newswire&amp;utm_campaign=65ec8ba0fc-Planetizen_Newswire_August_22_2013&amp;utm_medium=email&amp;utm_term=0_f1bd61c87f-65ec8ba0fc-86699513\"><i>Planetizen<\/i><\/a>.\u00a0 This has re-focused attention on a space that many citizens still perceive as dangerous and actively avoid.<\/p>\n<p>Who\u2019s to blame for the situation? The accusations fly, and <a href=\"http:\/\/neighbors.denverpost.com\/viewtopic.php?t=23885911\">reader comments on the <em>Post<\/em>\u00a0story<\/a>\u00a0identify\u00a0multiple culprits.\u00a0 The gangs.\u00a0 The drug dealers. The homeless.\u00a0 The <a href=\"http:\/\/www.interculturalurbanism.com\/?p=906\">Occupiers of Denver<\/a>. \u00a0The complacent police. \u00a0The politicians.\u00a0 Commenter \u201cGenePH\u201d summarizes the bulk of opinion on this count:<\/p>\n<blockquote><p><i>How can one clean this place up when bleeding heart liberals are running the city (and the state!, and don&#8217;t forget the federal gov&#8217;t involvement\u2026Remember when Rudy Giullani <\/i>[sic]<i> became mayor of NYC and cleaned up Times Square? They said it couldn&#8217;t be done. He did it.<\/i><\/p><\/blockquote>\n<p>\u201cPilgrim1620\u201d expresses a rare dissenting view, seeing the problems as\u2026<\/p>\n<blockquote><p><i>\u2026a result of &#8220;conservative&#8221; policies that fail to recognize that something has to be done for homeless people, and that superficially doing nothing still has huge spillover costs such as into the criminal justice and healthcare systems\u2026 It started with the de-institutionalizing of the mentally ill during the Reagan years, that was supposed to get them into less expensive community living &#8211; but that was then not followed up with the necessary funding for community services, with results such as that people who aren&#8217;t taken care of in relatively low-cost settings, end up running up bills of tens and hundreds of thousands of dollars a year for temporary stays in jails and hospitals&#8230;<\/i><\/p><\/blockquote>\n<p>What\u2019s to be done?\u00a0 More and better surveillance is one option that\u2019s been implemented.\u00a0 This is manifested by the installation of <a href=\"http:\/\/www.denverpost.com\/news\/ci_23734761\/parks-and-rec-puts-14-cameras-civic-center\">14 new security cameras<\/a> in high activity locations. The mayor of Denver, Michael Hancock, promises more policemen on patrol. <a href=\"http:\/\/www.denverpost.com\/breakingnews\/ci_23901436\/mayor-hancock-says-denver-is-weeding-out-crime?IADID=Search-www.denverpost.com-www.denverpost.com\">Other ideas<\/a> floated by public officials include piping classical music into the park and adding free WI-FI.<\/p>\n<div id=\"attachment_3025\" style=\"width: 610px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.denverpost.com\/news\/ci_23734761\/parks-and-rec-puts-14-cameras-civic-center\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-3025\" class=\"size-full wp-image-3025 \" src=\"http:\/\/www.interculturalurbanism.com\/wp-content\/uploads\/2013\/09\/HaloCamerap1.jpg\" alt=\"Surveillance Camera, Civic Center Park (Andy Cross, Denver Post)\" width=\"600\" height=\"413\" srcset=\"http:\/\/www.interculturalurbanism.com\/wp-content\/uploads\/2013\/09\/HaloCamerap1.jpg 600w, http:\/\/www.interculturalurbanism.com\/wp-content\/uploads\/2013\/09\/HaloCamerap1-300x206.jpg 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><p id=\"caption-attachment-3025\" class=\"wp-caption-text\">Surveillance Camera, Civic Center Park (Andy Cross, Denver Post)<\/p><\/div>\n<p><i>Post<\/i> readers suggest more dramatic solutions. \u00a0Many parallel this one from \u201cbroncosfanfromwaybak\u201d:<\/p>\n<blockquote><p>\u00a0<i>Bus all the bums weekly to <a href=\"http:\/\/en.wikipedia.org\/wiki\/Limon,_Colorado\">Limon<\/a>. Pay Limon to keep them as long as they can. Bus them back to Limon after they&#8217;ve made their way back to City Park. Simple.<\/i><\/p><\/blockquote>\n<p>A voice the wilderness, \u201cfablyone\u201d, asserts that the homeless are people too, and have a right to the city:<\/p>\n<blockquote><p><i>\u2026If people are obeying the law, they have every right to be in a public park even if they don&#8217;t look prosperous and non-threatening. It is reasonable to ask the police to do their jobs. It&#8217;s insulting to suggest that only certain groups should be encouraged to enjoy our common areas. If you want a fashion show, go to <a href=\"http:\/\/en.wikipedia.org\/wiki\/Washington_Park,_Denver\">Washington Park<\/a>.<\/i><\/p><\/blockquote>\n<p>A few folks remind us that the problems go with city living, and that we should let things run their course.\u00a0 From \u201cFrozenFlower\u201d:<\/p>\n<blockquote>\n<p style=\"text-align: left;\"><i>OMG, what is happening down at Civic Center Park. I almost tripped over it. Oh, it&#8217;s reality.\u00a0 You mean our lives and lifestyles aren&#8217;t perfect? Oh wow. This must be heartbreaking for all the people just finding out.<\/i><\/p>\n<\/blockquote>\n<p><span style=\"text-align: left;\">And from \u201cgmc80111\u201d<\/span><span style=\"text-align: left;\">:<\/span><\/p>\n<blockquote><p><i>Not to worry. Given the current political climate, it&#8217;s just a matter of time before things get straightened out. It will be fine, relax.<\/i><\/p><\/blockquote>\n<p>Finally, \u201cdzerres\u201d is alone among <em>Post<\/em> commenters in suggesting that the park\u2019s problem is not people, but rather design:<\/p>\n<blockquote><p><i>This whole &#8220;park&#8221; concept is wrong for this area. What we need is a <a href=\"http:\/\/en.wikipedia.org\/wiki\/Piazza\">piazza<\/a> where festivals, parades, displays, concerts, booths, political rallies, sports rallies, all those kind of big events with lots of people can take place. Right now all the plantings, the grass, the winding paths and roped off areas are a huge distraction and don&#8217;t work. The whole central area should be pavers with easy access to booth anchoring bolts, electrical outlets, built in speaker platforms, security access or ticket access points and limit the plantings and the trees to the perimeters. Big European cities all of plazas or piazzas where people can gather\u2026. Civic Center Park as it is now configured is just a big obstacle course to walk and see anything (except the bums, the hookers and the drug dealers). Stop wasting money trying to make this a park and make it a Square for people, events, concerts, starting or end points to parades like the Parade of Lights and the Stock Show Parade. As the trees die off don&#8217;t replace the ones in the middle &#8211; they get in the way of the view and just have bums sleeping under them anyway. Don&#8217;t waste water on flowers and grass that people just trample anyway. The problem AND the solution is so obvious!<\/i><\/p><\/blockquote>\n<p>Interestingly, using redesign to remedy the problem is among the most successful strategies identified by the <a href=\"http:\/\/www.popcenter.org\/about\/\">University of Wisconsin\u2019s Center for Problem-Oriented Policing<\/a>.\u00a0 The Center\u2019s policy guide <a href=\"http:\/\/www.popcenter.org\/Responses\/pdfs\/urban_parks.pdf\"><i>Dealing with Crime and Disorder in Urban Parks<\/i><\/a> notes the limitations of \u201ctraditional\u201d policing strategies such as increased foot patrols, sweeps, undercover stings, and other forms of surveillance. \u00a0Instead, it highlights the successes brought by modifying physical layout, re-aligning footpaths, trimming foliage, and improving lighting.\u00a0 Involving neighbors and other stakeholders, and providing better services and shelter for transient and homeless populations also brought success. \u00a0The report suggests that a mix of strategies is required, and that the success of any particular mix depends on local context.\u00a0 Of course, a National Historic Landmark like Civic Center can only be re-designed so far lest it lose the quality that made it a landmark in the first place.<\/p>\n<div id=\"attachment_3026\" style=\"width: 705px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.downtowndenver.com\/downtown-news\/downtown-denver-partnership-sets-goals-for-the-next-year\/\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-3026\" class=\"size-full wp-image-3026\" src=\"http:\/\/www.interculturalurbanism.com\/wp-content\/uploads\/2013\/09\/DDP-Meeting.jpg\" alt=\"DDP Meeting\" width=\"695\" height=\"612\" srcset=\"http:\/\/www.interculturalurbanism.com\/wp-content\/uploads\/2013\/09\/DDP-Meeting.jpg 695w, http:\/\/www.interculturalurbanism.com\/wp-content\/uploads\/2013\/09\/DDP-Meeting-300x264.jpg 300w\" sizes=\"auto, (max-width: 695px) 100vw, 695px\" \/><\/a><p id=\"caption-attachment-3026\" class=\"wp-caption-text\">Downtown Denver Partnership Dinner<\/p><\/div>\n<p style=\"text-align: left;\">Clearly, the Civic Center Conservancy has its work cut out for it.\u00a0 It not only has to secure the park, but it also needs to <a href=\"http:\/\/cityparksblog.org\/2013\/06\/17\/denvers-civic-center-park-a-gathering-place-in-search-of-a-crowd\/\">better connect the park to the commercial core and surrounding residential neighborhoods.<\/a>\u00a0 In brainstorming about the latter, the Conservancy might <i>avoid<\/i> taking stakeholder outreach advice from another civic organization, the <a href=\"http:\/\/www.downtowndenver.com\">Downtown Denver Partnership<\/a>.<b>\u00a0 <\/b>DDP is the<b> <\/b>entity that keeps tabs on development in the central core area just to the north of the park.\u00a0 DDP\u2019s new \u201c<a href=\"http:\/\/www.denverpost.com\/denver\/ci_23902600\/downtown-denver-partnership-launch-city-build?IADID=Search-www.denverpost.com-www.denverpost.com\">City Build<\/a>\u201d project aims to create better urbanism in Denver by targeting involvement from the coveted <a href=\"http:\/\/en.wikipedia.org\/wiki\/Generation_Y\">Millennial<\/a> demographic.\u00a0 <a href=\"http:\/\/www.interculturalurbanism.com\/?p=2953\">They might be careful what they wish for<\/a>.\u00a0 City Build will start soliciting Millennial ideas with a nice dinner on fine china for 150 people later this month\u2026in Civic Center Park.\u00a0 One assumes there will also be classical music to keep the undesirables at bay.<\/p>\n<p style=\"text-align: left;\"><em>This essay was reposted to\u00a0<a href=\"http:\/\/sustainablecitiescollective.com\/dsaitta\/174976\/whither-civic-center-park-denver\">Sustainable Cities Collective<\/a>.
